The New
Growth Framework developed by the Planning Commission is
an important step toward its
modernization. Tax policy in
Pakistan greatly influences these goals in a number of
ways,
but its role is not well understood. In particular,
Value Added Taxation directly affects domestic
commerce,
entrepreneurship
and market competitiveness; tax
concessions and exemptions are
skewed in favour of large
enterprises; and weak property tax regimes
drive land informality which
constrains land markets,
housing, investment and revenue mobilization,
hampering the growth
potential of cities. These issues
represent knowledge gaps for research and policy.

Citizens’ Voice Project of Trust for
Democratic Education and Accountability (TDEA), Pakistan
